Ambassador Fernando – Martin Valenzuela Marzo has a Master in Law from the University of Zaragoza; a Diploma in International Studies from the Diplomatic School in Madrid; and a Diploma for Ph. D. Courses in International Law from the University of Paris.
In addition Ambassador Valenzuela received a Certificate from the Institute des Hautes Etudes Internationales of the University of Paris.
In his intense carrier Ambassador Valenzuela has been appointed to several important posts such as: Consul-General of Spain in Rosario Argentina – (from 1977 to 1980), Deputy Director-General of the Foreign Service – (from 1983 to 1985), Director-General, Cabinet of the Secretary of State for International Cooperation and Latin America – (from 1985 to 1988), President, and Chief Executive Officer of the Spanish International Development Agency – (from 1989 to 1991), Permanent Representative of Spain to the United Nations and other International Organizations in Geneva -(from 1991 to 1996), and Ambassador of Spain to Canada (from 1996 to 1999).
In 1999 he served as Special Representative of the Secretary General of the United Nations, and was Head of the United Nations preventive Deployment Force in the Former Yugoslav Republic of Macedonia.
From 1999 to 2000 as Ambassador at large, was the Coordinator of the Stability Pact for South Eastern Europe, for the Spanish Ministry of Foreign Affairs.
In 2000 was appointed Political Director – Deputy Director-General, of the European Commission, and was responsible for Common Foreign and Security Policy, Multilateral Affairs, relations with North America, East Asia, Australia, New Zealand, EEA and EFTA.
He was also Chairman of the European Commission’s standing Task Force for Conflict Prevention and Crisis Management.
Last April he was appointed as Head of the Delegation of the European Commission to the United Nations in New York.
In his academic activities was Professor at the Diplomatic School and at the International Studies, Scientific Research Council. He was also Director at the course on Cooperation for Development, of the University of Seville and of the Seminar “World Economy in the 90’s”.
Ambassador Valenzuela received also several decorations and has written several articles.
